First Woman to be Promoted to Lieutenant at PBFD

PINE BLUFF, Ark. (News release) – Fire Chief Shauwn Howell announced on Tuesday the following promotions: Engineer Cathy Braswell promoted to the rank of Lieutenant, Firefighter Joseph Moring promoted to the rank of Engineer, and Firefighter Chris Geiggar promoted to the rank of Engineer.

A promotion ceremony will be held Wednesday, Dec. 13, at 2 p.m. at the Pine Bluff Fire & Emergency Services Training Facility.

Lieutenant Cathy Braswell, a 20 year veteran of the fire department, was the first female firefighter hired by the Pine Bluff Fire Department in 1997. With this promotion Lieutenant Braswell has now made department history by being the first female promoted to the rank of Lieutenant.

A graduate of the former Delta High School in Rohwer, Arkansas, Braswell is a 1992 graduate of University of Arkansas at Monticello with a Bachelor’s of Science degree in Business/Office Administration. She is also a 2006 graduate of Southeast Arkansas College with an Associate of Applied Science degree in Fire Science Technology, certified in Instructor I, Drivers Operations, and numerous other fire related certifications and is a Nationally Registered Emergency Medical Technician (EMT).

Professional affiliations include the Fraternal Order of Firefighters and B.R.A.V.E. She is a member of Phi Theta Kappa Honor Society. Lt Braswell is also currently in her 16th year as a substitute teacher for the Pine Bluff School District. She is married to Howard Braswell. She is the mother of Randy Moore Jr and Amberly Braswell Kitrell and has three grandchildren, Jaylen, Raphael, and Karter.

Engineer Joseph Moring, a 4-year veteran, is a 2013 graduate of American Military University where he earned a Bachelor’s degree in Transportation and Logistics Management and is currently pursuing a Master’s degree in Organizational Leadership (Fire & EMS) online through Waldorf University.

He is a veteran of the United States Marine Corp serving time in both Iraq and Afghanistan. Engineer Moring is a certified Emergency Medical Technician Instructor, Hazardous Materials Technician, CPR Instructor, Fire Instructor, and has certificates in various advanced rescue courses. Moring is a member of the Fraternal Order of Firefighters, International Association of Firefighters, a life member of the Veterans of Foreign Wars, and Disabled American Veterans. He also volunteers his time as a member of Grant County Search and Rescue, and Grant County Dive Team. He and his girlfriend, Elizabeth Lavender of three years have two children.

Engineer Chris D. Geiggar, a 4-year veteran with the department, started his fire service career with the department in 2013. Geiggar graduated from the Arkansas fire academy where he received his Firefighter I, Firefighter II, Driver Operator, Wildland, and HazMat Operations and Awareness. Geiggar is a National Certified Emergency Medical Technician (EMT). He as took many continuing education and training courses related to Fire and Emergency Services, including Fire Instructor I and Leadership I, II, and III.

Geiggar is a Pine Bluff native. He graduated from Pine Bluff High School in 2009 and continued his education at the University of Arkansas at Pine Bluff where he studied Criminal Justice. Professional affiliations include the Fraternal Order of Firefighters and B.R.A.V.E. Geiggar is the son of Vickie Conaway and Rickey Geiggar. He is a member of Pilgrim Missionary Baptist Church.
